2025 has brought significant proposed changes to how FEMA, the NFIP and the broader US flood insurance system may be administered, with a stronger push toward private sector involvement. Despite recent progress in expanding private flood insurance coverage, overall US flood insurance uptake remains critically low, particularly across high-risk zones.
To help capture this market, there is an opportunity to enhance underwriting strategies through data-driven insights and innovative tools that refine risk selection, optimise capital allocation and leverage next-generation technology.
InsTech is hosting an interactive workshop in collaboration with Swiss Re and Fathom to explore how insurers can optimise their flood risk strategies. The session will begin with an overview of the current US flood insurance landscape and move into practical solutions for underwriting, pricing and managing flood risk more effectively.
Topics of discussion in the workshop will include:

- How can emerging tools help insurers improve the accuracy of flood insurance pricing and what impact is technology having on underwriting speed and efficiency?
- What lessons can be learned from real-world case studies of how portfolios can be successfully adapted to the changing US flood risk landscape?
Leading the discussion will be:
- Dr Matthew Jones, Chief Product Officer, Fathom. Matthew previously had experience at Zurich, where he was former Global Head of Catastrophe Management, and Nasdaq. At Fathom, he now leads product strategy, advancing the adoption of next-generation flood models and pricing tools in insurance and industries beyond.
- Dr Oliver Wing, is the Chief Scientific Officer at flood risk modelling firm Fathom, where he leads the organisation’s academic strategy. Within his role, he ensures that leading academic science underpins Fathom’s data and endeavours to create a tangible link between industry and the academia that innovates it. Contributing regularly to world-leading academic journals, his research lies at the frontier of the rapidly expanding field of large-scale hydraulic modelling, developing new approaches to test, improve and apply flood models.
